IT Project Manager - Tenders & Delivery (Kuala Lumpur)

An IT Project Manager specializing in Tenders oversees technology initiatives across their full lifecycle— from evaluating Request for Proposals (RFPs) and structuring winning bids to executing project delivery and ensuring contractual compliance. This role bridges technical solution design, commercial estimation, procurement regulations, and hands-on IT project governance.

Responsibilities

1. Tender & Proposal Management

• RFP & Requirement Analysis: Evaluate client Tender / RFP / RFQ specifications to confirm technical
• feasibility, identify operational risks, and establish compliance matrices.
• Bid & Proposal Development: Author and assemble technical, operational, and administrative bid
• documentation, aligning proposed architectures with target deliverables and SLAs.
• Costing & Resource Estimation: Partner with solutions architects, procurement teams, and finance to
• build accurate Bill of Quantities (BOQ), resource load charts, profit margin models, and delivery
• schedules.
• Vendor & Subcontractor Alignment: Source external technology partners or original equipment
• manufacturers (OEMs), solicit subcontractor quotations, and negotiate pre-bid agreements.

2. Project Execution & Governance

• Project Charter & Roadmap Creation: Translate awarded tender commitments into actionable Work
• Breakdown Structures (WBS), project plans, and baseline schedules.
• Lifecycle Management: Lead cross-functional engineering teams using Waterfall, Agile, or Hybrid methodologies to deliver software, cloud migration, or IT infrastructure projects on time and within budget.
• Scope & Change Control: Monitor baseline deliverables against client requests, managing formal
• Change Requests (CRs) to protect project margins and prevent scope creep.
• Stakeholder Communication: Serve as the primary point of contact for client steering committees, internal leadership, regulatory authorities, and third-party vendors.

3. Risk, Quality & Contract Compliance

• Risk Mitigation: Track technical, financial, and logistical risks; build and execute contingency strategies to satisfy penalizing contract clauses (e.g., Liquidated Ascertained Damages).
• Quality Assurance & Acceptance: Direct User Acceptance Testing (UAT), system integration milestones, and formal client sign-offs required for progress payments.
• Handover & Closeout: Transition completed systems to operational support teams, finalize warranty/ maintenance terms, and conduct post-project audits.

Requirements

• Core Qualifications & Skills Matrix
• Education & Certifications: Bachelor’s degree in Computer Science, IT, Engineering, or related field. PMP, PRINCE2, or ITIL certifications strongly preferred.
• Experience: 5+ years managing enterprise or government IT projects with proven experience handling public/private tender submissions and bid lifecycles.
• Technical Knowledge: Solid foundation in IT infrastructure, cloud platforms, cybersecurity standards, SDLC methodologies, systems integration, and network architecture.

• Key Competencies: RFP response drafting, financial modeling/costing, vendor negotiation, legal contract comprehension, risk management, and client leadership.
